The lowest SEER rating is 9, while the highest reaches 75, though, for most standard domestic units, a rating between 11 to 20 usually suffices.
Illinois Updated SEER Requirements
Starting in January 2023, AC units and heat pumps must be rated by the DOE appendix M1 testing procedure, denoted as SEER2, EER2, and HSPF2. SEER requirements for the northern part of the U.S. are increasing from 13 to 14 for AC units and 14 to 15 for heat pumps.
